For Chinese sellers on Meitodo, the most commonly underestimated cost on their expense sheets isn’t the commission—it’s the expenses associated with customs clearance. Goods entering Mexico under the general trade regime are subject to customs duties based on the corresponding tariff code, followed by an import IVA payment under code 16%. If this shipment is later returned, resold, or liquidated due to slow-moving inventory, this amount will not be automatically refunded to your account.
IMMEX (Industria Manufacturera, Maquiladora y de Servicios de Exportación) is designed to address precisely this issue: eligible entities canTemporary ImportRaw materials, components, packaging materials, and production equipment are temporarily exempt from customs duties and import VAT, provided that the finished products manufactured from these materials are ultimately exported.
For sellers engaged solely in trade, this requirement is almost enough to deter them outright. However, for sellers in Mexico who perform local assembly, labeling, repackaging, and post-sale refurbishment, the tax savings offered by IMMEX are structural—not merely a difference of a few percentage points.
IMMEX is not a single license, but rather a set of models:
Among Chinese sellers entering the Mexican market, the first two categories are the most common. The determining factor isn’t whether you have a factory, but ratherOwnership of Components and the Distribution of Finished ProductsCan a closed-loop chain of evidence be established?
Many people think that once they receive the IMMEX approval, the process is complete, but in reality, it’s the IVA certification (VAT Certification) that often poses the biggest hurdle. Certification is typically divided into three levels—A, AA, and AAA—and depending on the level, the compliance requirements and the rigor of the review for temporary imports vary significantly.
For specific classification criteria and application form requirements, please refer to the official announcements issued by the Mexican Ministry of Economy (Secretaría de Economía) and the SAT; these are subject to change from year to year.
Before you submit your application, make sure these four things are in order:
For sellers who have already established a local company in Mexico and are using the 10.5% withholding tax bracket, IMMEX isOverlayIt operates at a level above this one. It does not change the platform’s pre-deduction rules; rather, it affects the costs on the import side.
It is important to note that temporary imports under the IMMEX program and the platform’s sales inventory are tracked in two separate accounting systems. Temporarily imported materials must be exported as finished goods or disposed of in accordance with the law within the specified time limit. If this shipment is ultimately sold locally in Mexico, the duties and IVA that were originally temporarily exempted must be paid retroactively, and additional liabilities may arise.
IMMEX is not a one-size-fits-all solution. For entities with low annual import volumes, pure trade without processing activities, unstable export ratios, or no local team to manage monthly filings, the ongoing maintenance costs after applying for IMMEX are likely to exceed the tax savings.
A more realistic approach would be to first get the RFC and local bank account integration up and running, reduce the platform’s direct debit fee from 36% or 18.5% to 10.5%, and then assess whether it’s worth integrating with IMMEX.
