There are three types of fees required for importing goods into South Africa.
First is customs duty, which is calculated based on the CIF price (value of goods plus international freight) at the rate corresponding to the product’s HS code. Tax rates vary greatly by product category, ranging from 0% to 45%.
Second is Import VAT, calculated as 15% multiplied by (CIF price plus customs duties). If you are a VAT-registered seller, you can claim this VAT as an input tax credit; if not, it is simply part of your cost.
Third is the customs brokerage fee; customs clearance service fees are typically between 300 and 600 rand per shipment and are collected by the freight forwarder on behalf of the client.
Tariff rates for home decor and storage items range from 0% to 10%; most home goods are subject to lower rates. Textiles and apparel fall under the 30% to 45% range, which are subject to higher rates, so careful selection is required. Consumer electronics fall under the 0% to 10% range; cell phones, computers, and accessories generally have low tariffs. Pet supplies fall under the 0% to 15% range, depending on the specific HS code. Small household appliances fall under codes 10% to 20%; products containing motors are subject to moderate tax rates. Toys fall under codes 0% to 20%, with rates depending on materials and functions. Auto parts fall under codes 0% to 20%; mechanical parts have lower tax rates, while electronic parts vary by case. Clothing and footwear fall under headings 30% through 45% and are subject to high tax rates; most are not suitable for import.
Taking household storage boxes as an example, the price on 1688 is 18 yuan (about $2.50) including tax; the shared ocean freight cost is about $1.50 per item; and the CIF price is $4, or about 73 rand.
The customs duty, calculated at 10%, is 73 rand multiplied by 10%, which equals 7.3 rand (approximately 2.8 RMB). Import VAT is calculated at 15%: (73 plus 7.3) rand multiplied by 15% equals 12 rand (approximately 4.6 RMB). If the seller is VAT-registered, this 12 rand can be claimed as a credit, resulting in an actual cost of 0; if not, it is a net cost.
The total customs clearance cost (excluding agency fees) is approximately 7.3 plus 12, which equals 19.3 rand (approximately 7.4 yuan), plus an apportioned agency fee of about 3 yuan, bringing the total customs clearance cost to approximately 10.4 yuan.

Method 1 is HS code optimization. Similar products may correspond to multiple HS codes, and different codes carry different tariff rates. Within the bounds of the law and regulations, selecting the HS code with the lower tariff rate for customs declaration can save on duties for items ranging from 5% to 10%. This must be handled by a professional customs broker; it is not something to be done haphazardly.
Method 2 is to split the value of the goods. Large shipments can be divided into multiple batches, with the value of each batch kept within the lower tax bracket (however, this applies only to certain product categories; you’ll need to confirm the specific rules).
Method 3 is to prioritize entering the market with low-tax-rate product categories. Under equal competitive conditions, prioritize product categories with tariff codes ranging from 0% to 10%; for products sold at the same price, the net profit will be 10% to 20% higher.
