Mexico’s IMMEX Bonded Processing Program 2026: Should Mercado Libre Sellers Apply? Four Prerequisites and Scope of Application
Published: September 18, 2026

Which sunk cost does IMMEX address?

For Chinese sellers on Meitodo, the most commonly underestimated cost on their expense sheets isn’t the commission—it’s the expenses associated with customs clearance. Goods entering Mexico under the general trade regime are subject to customs duties based on the corresponding tariff code, followed by an import IVA payment under code 16%. If this shipment is later returned, resold, or liquidated due to slow-moving inventory, this amount will not be automatically refunded to your account.

IMMEX (Industria Manufacturera, Maquiladora y de Servicios de Exportación) is designed to address precisely this issue: eligible entities canTemporary ImportRaw materials, components, packaging materials, and production equipment are temporarily exempt from customs duties and import VAT, provided that the finished products manufactured from these materials are ultimately exported.

For sellers engaged solely in trade, this requirement is almost enough to deter them outright. However, for sellers in Mexico who perform local assembly, labeling, repackaging, and post-sale refurbishment, the tax savings offered by IMMEX are structural—not merely a difference of a few percentage points.

Four Types: First, Figure Out Which One You Are

IMMEX is not a single license, but rather a set of models:

  • Industrial (Manufacturing): In-house production capacity; processing of imported components for export
  • Maquiladora (Contract Manufacturing): When manufacturing on behalf of overseas clients, ownership of the raw materials typically does not belong to the manufacturer.
  • Services (Service-Oriented): Imported equipment used in export-oriented service activities
  • Albergue (Shelter-Type): Manufactured on our behalf by a third-party factory that has obtained IMMEX certification

Among Chinese sellers entering the Mexican market, the first two categories are the most common. The determining factor isn’t whether you have a factory, but ratherOwnership of Components and the Distribution of Finished ProductsCan a closed-loop chain of evidence be established?

The VAT certification level is the real hurdle.

Many people think that once they receive the IMMEX approval, the process is complete, but in reality, it’s the IVA certification (VAT Certification) that often poses the biggest hurdle. Certification is typically divided into three levels—A, AA, and AAA—and depending on the level, the compliance requirements and the rigor of the review for temporary imports vary significantly.

  • The certification level is tied to a company’s tax compliance record, financial statements, and SAT credit status.
  • If certification has not been obtained or has been revoked, the IVA exemption for temporary imports will be applied retroactively.
  • Certification requires annual renewal; it is not valid for life after a single application.

For specific classification criteria and application form requirements, please refer to the official announcements issued by the Mexican Ministry of Economy (Secretaría de Economía) and the SAT; these are subject to change from year to year.

Four prerequisites—all of which are essential

Before you submit your application, make sure these four things are in order:

  1. A valid RFC tax ID with an "Active" status. Tax ID numbers that are invalid, suspended, or have mismatched information are treated as nonexistent in the application process.
  2. Local legal entities or qualified foreign entities. Most Chinese sellers choose to establish a business by registering as an S. de R.L. de C.V. According to industry sources, the annual costs for registration and maintenance vary widely; the actual quotes from service providers should be used as a reference.
  3. e.firma Digital Signature. Shareholders without local residency status are generally unable to do this and will need to arrange for a local legal representative or an authorized agent.
  4. Traceability System for Inventory and Flow. Temporarily imported materials must be traceable to specific finished goods and export documents; discrepancies between recorded and actual inventory are a major focus of audits.

Relationship with the Local Store Structure on Meike Duo

For sellers who have already established a local company in Mexico and are using the 10.5% withholding tax bracket, IMMEX isOverlayIt operates at a level above this one. It does not change the platform’s pre-deduction rules; rather, it affects the costs on the import side.

It is important to note that temporary imports under the IMMEX program and the platform’s sales inventory are tracked in two separate accounting systems. Temporarily imported materials must be exported as finished goods or disposed of in accordance with the law within the specified time limit. If this shipment is ultimately sold locally in Mexico, the duties and IVA that were originally temporarily exempted must be paid retroactively, and additional liabilities may arise.

When You Shouldn't Do It

IMMEX is not a one-size-fits-all solution. For entities with low annual import volumes, pure trade without processing activities, unstable export ratios, or no local team to manage monthly filings, the ongoing maintenance costs after applying for IMMEX are likely to exceed the tax savings.

A more realistic approach would be to first get the RFC and local bank account integration up and running, reduce the platform’s direct debit fee from 36% or 18.5% to 10.5%, and then assess whether it’s worth integrating with IMMEX.
