Many Shenzhen cross-border e-commerce business owners set their sights on “Qianhai” when registering their companies, but ended up only completing business registration and receiving none of the incentives.
The corporate income tax incentives for 15% enterprises in Qianhai will be extended through 2026, butRegistration in Qianhai does not automatically result in tax breaks....the bar is set very high.
Today, I’ll explain in detail how cross-border e-commerce can truly capitalize on the policy benefits offered by Qianhai.
01
How is the 15% income tax calculated?
The corporate income tax incentives for the Qianhai Shenzhen-Hong Kong Modern Service Industry Cooperation Zone, as stipulated in Cai Shui [2026] No. 3, have been extended through December 31, 2027. For eligible enterprises, the corporate income tax rate is reduced directly from the standard 25% to 15%.
For a company with an annual profit of 5 million, this measure alone can save 500,000 in taxes and fees. However, the incentive is based on the principle of “self-reporting and retention for future reference”; the tax authorities will conduct a post-audit, and if the requirements are not met, the company will be required to pay back taxes plus late payment penalties.
Note: Sole proprietorships are not eligible for this benefit; it is limited to limited liability companies. Many cross-border sellers operate their businesses as sole proprietorships; to qualify for the Qianhai tax incentives, they must first upgrade to a limited liability company.
Don’t be misled by the sales pitch that “registration equals tax breaks.” The Qianhai tax incentives are intended for enterprises that “actually operate in Qianhai and whose primary business activities meet the criteria listed in the directory,” not for companies that merely register their address there.
If you’ve also registered a company in Qianhai but have never applied for the 15% tax incentive—feel free to scan the QR code to contact Qicaiying’s online customer service (WeChat/Phone: 18620388671), and we’ll help you assess your eligibility and guide you through the application process.
02
Which types of businesses are eligible for
All three of the following conditions must be met: the registered address must be within the boundaries of the Qianhai Cooperation Zone; the primary business must fall under one of the five encouraged industries (modern logistics, information services, technology services, business services, and cultural and creative industries); and revenue from eligible industries must account for at least 60% of total annual revenue.
Common categories for cross-border e-commerce businesses include: modern logistics, information services, supply chain management, digital trade, and cross-border brand operations. The simple sale of general merchandise may not necessarily fall under these categories.
Hong Kong residents working in Qianhai are exempt from personal income tax on amounts exceeding the tax burden in Hong Kong; high-end, in-demand talent from overseas receives a subsidy on personal income tax exceeding 15%—this is an extra perk for cross-border teams.
Revenue share is a key metric. If half of a company’s revenue comes from businesses not listed in the catalog, its eligibility for the incentive may be in jeopardy. Be sure to calculate the revenue share carefully before submitting your application.
03
Substantive operations are a major hurdle.
The strictest verification in 2026 will beSubstantive Operations: Personnel, office space, and accounting functions must be based in Qianhai; the company cannot be a shell entity with only a registered address there.
Specific requirements include: having a fixed, physical business location in Qianhai; ensuring that active employees pay social insurance premiums in accordance with regulations; maintaining a primary corporate bank account in Qianhai; and keeping financial records at the Qianhai address.
Businesses that only have a registered address but no actual local business premises will not only lose their eligibility for the 15% incentive but may also be listed as having abnormal business operations, which could affect their ability to open bank accounts and apply for subsidies.
The Implied Meaning of “Substantive Operations”: The tax authorities are looking to see if “you’re actually doing business in Qianhai,” not whether “you have a Qianhai business license.” Both your documentation and your premises must stand up to an on-site inspection.
If you’re also using a registered address and are concerned about failing the substantive operations review—feel free to scan the QR code to contact Qicaiying’s online customer service (WeChat/Phone: 18620388671), and we’ll help you develop a compliant plan for establishing your business in Qianhai.

How exactly do you use Cross-Border?
Qianhai has implemented special measures for cross-border e-commerce: Companies with annual sales of 500 million or more that achieve growth of 20% or more will receive a 300,000 reward, with an additional 100,000 for every 100 million increase in sales, up to a maximum of 3 million per year; independent websites with annual transaction volumes of 300 million will receive a 300,000 reward.
Regarding rent, a subsidy of up to 60 yuan per square meter per month is available for office space rentals, payable for three consecutive years; a one-time grant of 200,000 yuan is provided to companies that obtain AEO Advanced Certification.
These incentives are based on “genuine business operations and compliant reporting”; they are not granted simply upon registration, but require companies to proactively submit materials for review.
For small and medium-sized cross-border sellers, focus first on AEO certification and rent subsidies—these are the two easiest to qualify for. Once your business grows, you can then aim for sales incentives.
05
Avoiding Pitfalls in the Registration Process
Register through the Shenzhen Market Supervision Administration’s “One-Stop Service for Business Registration.” Domestic individual shareholders can complete the entire process online via dual-recording, and receive their business license within 1–3 business days. The address must include a 25-digit property code; you may choose either a physical location or a business secretary service registered with Qianhai.
The scope of business must include: online sales, import and export of goods, and import and export of technology—these are the basic qualifications required for cross-border business. Platforms such as Amazon no longer accept individual business owners as sellers.
Three Tips to Avoid Pitfalls: Don’t just register a business without actual operations; don’t randomly select restricted industries; and remember to renew your virtual office address 30 days before it expires—otherwise, being listed as an “abnormal business” will negatively impact your tax refunds and subsidies.
In a nutshell: Qianhai is a treasure trove of policies for cross-border businesses, but you must mine them in compliance with regulations. Registration is just the first step; actual operations are the foundation for sustained results.
