In the past, visa renewals were based on a general assessment of whether the applicant had ”contacts in Hong Kong.” Now, the Immigration Department has integrated data from four agencies—the Inland Revenue Department, the Mandatory Provident Fund Schemes Authority, the Companies Registry, and the immigration management system—and employs AI-powered cross-checks combined with unannounced on-site inspections.
”The key is..."Two sites and two orders“: Residential address, business address, tax returns, and Mandatory Provident Fund (MPF) records. These four items must match, be consistent, and leave a paper trail. Simply registering with a shell company without any actual business operations will almost certainly result in rejection.”

What Is Checked in a "Two-Site, Two-Invoice" Inspection?
Residential Address: A lease agreement or property deed; there must be evidence of actual residence; the property cannot be a registered address for a private residence or a virtual mailing address. If the Immigration Bureau conducts an on-site inspection and finds no evidence of business operations or residence, the property will be immediately deemed a shell property.
business address: A real office space with a dedicated commercial workstation and a 12-month lease. Shell companies that file zero tax returns and have no business transactions over the long term are the most common reasons for visa denial.
Tax Statement + MPF: To be employed in Hong Kong, you must provide a salaries tax return and Mandatory Provident Fund (MPF) records; to be self-employed or start a business, you must provide audit reports from affiliated companies, bank statements, and business contracts. If the data is inconsistent or does not match, the system will automatically flag it in red.

A short-term visa is not a visa denial
Data shows that more than 60% first-time renewal applicants have only been granted one-year short-term visas. This is not a denial; it is a grace period—giving you one year to complete your documentation. However, during this year, you must genuinely establish the required connections; otherwise, your next application will be denied outright.
High-income individuals have a fast track: If your assessable income for salary tax in the previous tax year was HK$2 million or more, you can opt for the ”3+5” model, which allows you to renew your status for five years in a single go—one fewer renewal than the standard process.

How do I resubmit the materials?
First, the deadline: Applications for renewal under the Quality Migrant Admission Scheme must be submitted online within 6 weeks prior to the visa’s expiration date. It is recommended to begin preparations 90 days in advance to allow for any necessary document submissions and on-site verification.
Second, don’t use a fictitious address or file zero-income tax returns for a shell company. Actually working in Hong Kong, starting a business there, having children attend school there, renting or buying a home, providing bank statements, and holding insurance policies—each of these is evidence of ”habitual residence.”
Third, the consequences of a visa revocation are severe—all seven years of continuous residency will be reset to zero, and the visas of your spouse and dependent children will also become invalid at the same time. When it comes to visa renewal, early preparation is more important than anything else.
