NOON Opens in Saudi Arabia in 2026—Who Is Responsible for Paying the 151 TP3T VAT?
Published: August 18, 2026

In 2026, e-commerce in the Middle East continued to heat up, with NOON’s Saudi Arabia site seeing traffic surge to 36.5 million in July—significantly higher than Amazon’s in the same market. Many Chinese sellers have their eyes on this lucrative opportunity, but they haven’t fully considered one crucial question: Who ultimately pays the 15% Saudi VAT?

With the implementation of the new 2026 Saudi VAT Implementation Regulations, ZATCA has significantly tightened its tax audits. Today, we’ll explain NOON’s VAT rules in detail.

01

The platform is treated as a supplier

Key provision taking effect in 2026: If a cross-border seller does not have a valid Saudi VRN VAT number, the e-commerce platform will be legally deemed the supplier for the transaction.

The tax chain has evolved into a model where ”the platform purchases from sellers and then resells to Saudi consumers,” resulting in two distinct processing methods with completely different rights and responsibilities: those with a tax ID file their own returns, while those without a tax ID have taxes withheld by the platform.

As long as goods are stored in a local FBA warehouse in Saudi Arabia or a third-party overseas warehouse, registration for Saudi VAT is mandatory, regardless of whether any sales have been made.

02

Two Possible Outcomes for 15%

The standard VAT rate in Saudi Arabia is 15% (5% for the UAE marketplace). The rules are clear: sellers with a valid tax ID who file their own returns pay tax based on their actual business operations; those without a tax ID will have the platform automatically withhold tax on their behalf at a rate of 15% per order.

Late registration and failure to file will result in tiered fines: the minimum tax payable is 5%, and the maximum is 25%. June 30, 2026, is the deadline for the waiver of historical tax penalties; after that date, no further waivers will be granted for new violations, and late payment penalties will accrue monthly on outstanding taxes.

What's worse is that if there is a long-term discrepancy between the registered entity and the actual operator—such as using a local warehouse without a tax ID—the platform will restrict payments and freeze the seller's operating privileges on the Saudi Arabia site.

03

Who Will Be Flagged for Audit?

ZATCA focuses on two categories: local Saudi sellers and those on the Tier 1 regulatory list; it strongly recommends that they register and file their own declarations. Overseas companies may also run into problems—the platform uses operational data to identify ”platform-designated Saudi resident sellers.”

There are three criteria for determination: long-term use of local warehouses in Saudi Arabia, stable and consistent sales revenue at those locations, and the availability of local after-sales service and local payment records. Even if the entity is based in China, as long as it meets all three criteria, it will still be subject to withholding tax.

Self-declaration allows for input tax credits, provided that the company name on the customs clearance and duty payment slip and the shipping invoice exactly matches the name and language of the VAT-registered entity; any discrepancies in the information will result in the invalidation of all corresponding input tax credits.

04

How to Navigate the Compliance Process

Required Documents for Onboarding: Business License, Legal Representative’s ID, Payoneer or Foreign Currency Bank Account, Saudi Arabia VAT Number (registration is required once sales are generated).

There are two types of logistics: FBN (Fulfilled by Amazon) and FBP (Seller-Fulfilled). FBN offers higher priority and faster delivery, but comes with the pressure of warehousing and stocking inventory.

For tax purposes, enter the standard tax rate in the ”Tax Settings” section of the seller dashboard and enable electronic invoices. The platform does not file tax returns on your behalf; you must file your own returns through the ZATCA system, but the platform will provide a CSV file containing transaction data to help you calculate your taxes.

In a nutshell: If you want to reliably reap the benefits of the Middle East market, don’t delay your VAT registration. Register early, file your own returns, and keep your input invoices on file—it’s far more cost-effective than having the platform withhold 15% on your behalf and then face additional fines.
