Many business owners assume that as long as their company is legally registered and pays taxes on time, they can hire foreign employees.
That's incorrect. The qualification to hire foreign nationals is applied for separately; it is distinct from the business license.
✅1. Registration has been completed, and taxes are paid in accordance with the law
Shell companies, companies with zero tax filings, and companies with tax irregularities—the system automatically blocks them. During the review process, tax records from the past 12 months will be retrieved.
✅2. A physical business location is required.

✅3. The company has a good credit standing
“Serious violations of the law and loss of credibility” is a red line. The system automatically retrieves records of administrative penalties and business irregularities from Tianyancha and Qichacha.
✅4. The position must meet the requirements
Except for shareholders and legal entities—This is an exception that many people are unaware of. If you are a shareholder or legal representative of a company, you may be exempt from position restrictions and salary requirements.
✅5. Compensation shall not be less than the local minimum wage
Guangzhou's 2026 Reference Guidelines: Monthly Salary for Category B Talent Shall Not Be Less Than15,000 RMB. If the number is lower than this, the ”necessity of the position” will be called into question.
✅6. Complete registration and filing with the ”Management and Service System for Foreigners Working in China”
This is the ”switch” for hiring foreign nationals. If this isn’t enabled, none of the subsequent steps can be completed.
Common Pitfalls:
When foreigners apply for a Z visa, the system will assign a label:Category A (High-Level Talent), Category B (Professional Talent), Category C (Other Personnel). The labels, materials, and approval times vary.

Validity Period of the RecommendationMore than 6 months. If your passport is about to expire, renew it now—don’t wait until your passport expires while you’re in the middle of applying for a visa.
The Timeline Trap:
Certificate of No Criminal Record (1–2 months) → Academic Credential Verification (1–2 months) → Medical Examination (3–5 days) → Online Application
If all three tasks are done at the same time, it will take as little as two months; if they are done one at a time, it could take up to four months.
Key Tip: Get your criminal background check and academic credentials verified before you leave the country—it will save you half the time.
The benefits enjoyed by Category A (high-end talent)—including simplified documentation, expedited approval, and extended validity periods—are absurdly disproportionate.

Class A Eligibility Criteria (Meet any one of the following):
You don’t have to be ”top-tier” to qualify for Class A. Many foreign friends meet the requirements but aren’t aware of it, so they end up going through the Category B process unnecessarily—which involves a lot of paperwork, a slow approval process, and annual renewals.
⭕Scenario 1: ”School Not Found” During Academic Credential Verification”
When overseas schools change their names, merge, or close, this information may not be available in the Ministry of Education’s system. Solution: Contact the school to obtain a certificate of name change, or apply for a third-party academic credential evaluation.
⭕Scenario 2: ”Criminal Record” Exceeding the Time Limit”
In some countries, criminal record certificates are valid for only 3 months, and the period from issuance to completion of authentication may have already exceeded that. Solution: Obtain the authentication first and then apply for the criminal record certificate, or choose a version with a validity period of at least 6 months.
⭕Scenario 3: Medical Examination Report ”Not Accepted”
Undergoing a physical exam at a non-designated facility, or at a designated facility that does not offer all required tests. Solution: Check the latest list of designated facilities in Guangzhou in advance and have each item on the list checked off one by one.
⭕Scenario 4: ”Irrelevant” Work Experience”
”The original employment verification letter was too vague, making it impossible for the reviewer to assess its ”relevance.' Solution: Ask your former employer to provide a detailed description of your job responsibilities, highlighting how they align with the position you are applying for."
