Dear Customers:
Recently, a major event took place in the industry—On September 15, 2026, the “Regulations of the State Council on the Administration of Entry and Exit” (State Council Order No. 841) will officially take effect. As soon as the news broke, many friends reached out to ask us: “Now that the policy has changed, can I still proceed with my study abroad application?” “Will the services I’ve already entrusted to you be affected?”
Our answer is: This is a good thing. Today, we’d like to use this letter to clearly explain to you right away—what the policy means, what we’re doing, and our commitment to you.
First, here’s a “quick overview” of the key points of the new regulations—there are four in total:
Agencies and individuals engaged in immigration consulting and document processing services must register with the local immigration authorities. Newly established agencies must complete registration within 15 days, while existing agencies must do so by December 14, 2026; those that fail to comply by the deadline will not be permitted to operate.
Organizations must have sound management systems in place for personnel management, education and training, record-keeping, data security, and compliance; frontline service personnel must not have a criminal record for intentional crimes that endanger national security or interfere with national (border) management.
Overseas entities are prohibited from directly providing intermediary services within China.
Acts such as false advertising and falsifying documents may result in a fine of up to five times the illegal proceeds; in serious cases, the business may be ordered to suspend operations for rectification, have its license revoked, or even face criminal prosecution.
Each of these four provisions is designed to protect customers and establish guidelines for the industry.
Over the past few years, there have indeed been some “shady agencies” in the industry that have taken advantage of the situation through false advertising and low-price gimmicks, and have even leaked client information and forged application documents. Clients have paid money, failed to obtain the necessary documentation, and had their information leaked—we’ve seen this happen far too often.
The new regulations were introduced precisely to weed these people out.The industry is undergoing a shake-up, and only those who comply will survive—which is a good thing.
As a company that has made “compliance” a core principle, our stance on the new policy can be summed up in just five words:I wholeheartedly agreeThe
Compliance is not a burden; it is the foundation of our existence. The stricter the market environment, the more it reveals an institution’s true capabilities.
As soon as the policy was announced, we didn’t wait to see how things would play out—we took action right away:
We have organized our legal, business, and consulting teams to study the policy clause by clause and conduct a thorough self-inspection against each provision to ensure that every business process complies with the new regulations, leaving no gaps.
The filing process has been fully launched, and we are actively preparing the application materials to ensure that the filing is completed within the specified timeframe. Once completed, we will make the filing information public as soon as possible.

The foundation for the compliance system has long been in place.
The five management systems required by policy—personnel management, education and training, record retention, data security, and compliance management—are not just temporary measures for us, but rather long-term operational infrastructure. Our team of consultants is certified and has a clean background; every member stands up to scrutiny.
Customer data is managed using a tiered encryption system, with a complete audit trail and full traceability throughout the entire process—from collection and storage to use. We promise: we will never disclose or sell this information.
No matter how well you speak, it’s no substitute for solid action. Filing isn’t just a piece of paper—it’s a tangible commitment to our clients.
Beyond compliance with filing requirements, what matters most is what we can do for you. The biggest concern with residency planning is that “there’s a lot of excitement during the application process, but no one follows up after approval.” At Qicaiying, our commitment is to accompany you every step of the way—from the moment you obtain your residency status until you secure permanent residency after seven years.
In terms of residency applications, we cover all of Hong Kong’s mainstream pathways, including the High-Talent Pass, Quality Migrant Admission Scheme, Specialist Scheme, Study in Hong Kong Scheme, and Investor Immigration Scheme. The High-Talent Category A program includes dedicated incubation support, with customized plans developed by certified public accountants to optimize overall tax costs while meeting the requirements of the Immigration Department’s review. Proactive financial and tax planning is what truly sets the bar for professionalism.
Obtaining a visa is just the beginning; renewal and permanent residency are the real challenges. We have designed five business-oriented permanent residency renewal packages tailored to different client profiles: "Star Path Guidance," "Elite Launch," "Navigator Premium," "Worry-Free Smart Choice," and "Smart Planning."...From starting with “no company and no MPF” to being just one step away from the finish line, there are corresponding solutions for every stage. Clients who don’t yet meet the requirements can also take advantage of our support services to steadily work their way through the seven-year process.
Once your residency status is secured, we’ll also help you handle everyday matters such as your children’s education, cross-border real estate purchases, Hong Kong insurance and financial planning, dual-territory license plates, and hiring Filipino domestic helpers.. As soon as you sign the contract, we’ll set up a dedicated service group for you, with a team of six working together to follow up on your project, and a designated contact for every step of the process.
Qicaiying started out providing financial and tax services. It operates its own accounting firm in Hong Kong and holds multiple corporate secretarial licenses—ensuring that identity planning and financial and tax compliance are handled entirely by the same team, rather than being outsourced through multiple layers. The collaboration between our identity experts and certified public accountants is something many companies are unable to achieve.
Estate planning isn’t a one-time transaction—it’s a journey that lasts at least seven years. We aim to be your long-term partner who understands finance, taxes, estate planning, and life.
Finally, whether or not you ultimately choose us, there are three things we’d like to remind you of:
Before conducting any business, check the institution’s registration status—this is the most basic and most important step.
Be wary of promises of “rock-bottom prices” and “super-fast approval”—the more certain the guarantee, the more you should question it.
Choose an institution with deep industry expertise and a solid reputation—time is the best filter.
At the same time, we make the following three solemn commitments to you:
Qualification Announcement—Once the filing is complete, it will be announced through official channels as soon as possible and made available for inspection.
Transparent Service—We will keep you fully informed throughout the entire process regarding cost breakdowns, processing status, and required application materials.
Information Security—We treat every piece of information you provide as if it were our own and will never disclose it to anyone.
We are fully compliant and welcome your inspection. You’re welcome to visit our office at any time to see for yourself, or leave a message on our official WeChat account—we’re always here to answer your questions.
Policies may change, but our commitment to our customers will remain the same.
Operating in compliance with regulations is the most reliable commitment we can make to you.
If you have any questions about studying abroad or immigration, please feel free to contact us at any time—we’re always here for you.
