Social Security records—this is a strict requirement that trips up many people. This is especially true for newcomers to the cross-border e-commerce industry who have only been in the field for a year or two, or for business owners who have just switched over from other industries; it’s common for them not to meet the required length of Social Security coverage.
But that doesn't mean you definitely can't drive. Let's analyze this based on four typical scenarios.
💡 Have you been enrolled in social security for less than two years and aren’t sure which category you fall into? Add WeChat ID qcygscszk or call 18676749275, and send [Social Security Assessment] to receive a free, personalized account opening plan.

This is the situation that most closely matches the “standard criteria.” Although the social security contribution period is less than two years, it has already exceeded one year, and the affiliated company has a basic level of business turnover. Under these circumstances, Overseas-Chinese Banking Corporation (OCBC) is the best choice—it does not have any strict requirements regarding the length of social security contributions.
What you need to do is supplement your application by using business data from affiliated companies to demonstrate that “although you haven’t been in the industry for long, your business operations are genuine.” Bank statements from the past three months, purchase/sales contracts, and shipping documents—these materials can, to some extent, compensate for the lack of social security coverage. Banks are concerned with “credibility”; as long as you can use these materials to establish a credible chain of evidence, the length of service is not the sole criterion.
If you’ve been enrolled in social security for less than a year, virtually all “major banks” will be hesitant. But that doesn’t mean you have absolutely no chance. You might consider using Dah Sing Bank as a “stopgap” solution—Dah Sing is generally more receptive to individual entrepreneurs. As long as your affiliated company has genuine business transactions and contracts, you may still be approved even with a short social security enrollment period.
Another approach is this: Don’t rush to open a Hong Kong business bank account just yet; instead, use an electronic payment account (such as AirCloud or PanPay) as a temporary channel for funds. Once your mainland company has been in operation for more than a year and you’ve accumulated one year of social security contributions, you can then formally apply for a Hong Kong business bank account. This isn’t settling for second best; it’s a more pragmatic choice.
If you have not paid social security contributions but your affiliated company is actively operating (such as a sole proprietorship or a small-scale taxpayer), you can use the affiliated company’s actual business data to serve as a substitute for the “creditworthiness certificate” required by social security. In such cases, Dah Sing Bank can conduct its assessment based on the “affiliated company’s business license + bank statements + business contracts.”
However, please note that in this situation, the account opening review process will take longer, as the bank will need more time to verify the operational status of your affiliated company. Additionally, we recommend choosing Dah Sing Bank over HSBC—HSBC places far greater emphasis on social security contributions than other banks.
This is the most challenging scenario. Essentially, you have no domestic anchor points to “prove that you are a legitimate business.” In this situation, you still have two options:
❶ CBI Fuhong Bank: No social security requirements, no affiliated company requirements, online account opening in 3–5 business days—ideal for those who need to open an offshore account quickly.
❷ Transition to an electronic account: First, use the electronic account to handle initial fund receipts and payments, while simultaneously registering a company in mainland China and beginning to build up business records and social security contributions. After six months to a year, proceed to open a physical bank account in Hong Kong.

Social security records are not a bank’s “performance metric,” but rather its “anchor of trust.” Banks need to find a point of reference to verify your identity and employment history—social security records are the most common and standardized option, but they are not the only one. Your strategy should be to identify your own “anchor of trust” and support it with compelling evidence.
If your social security information is incomplete, supplement it with business data; if you don’t even have business data yet, then get your business up and running first—rushing to open an account without proper preparation will only leave you with an “approval denial record” that’s difficult to clear.
