Chen, who sells 3C accessories, says the competition in Europe and the U.S. is too fierce, so he’s set his sights on Mercado Libre, the “e-commerce leader” in Latin America—with a presence in 18 countries and 145 million active users. Chinese sellers still make up a very small proportion of the market, making it feel like a real blue ocean.
But he’s stuck on the first step: his self-submission on the official website was rejected, and he’s heard that a ’targeted invitation” is required. With Mercado Libre set to fully open its platform to Chinese sellers in 2026 and the introduction of new fully-managed and semi-managed options, how exactly can one successfully set up a store?
This article clearly explains the eligibility requirements, fees, business models, and new thresholds for joining Mercado Libre in 2026, helping you avoid unnecessary detours.
01
Platform Opportunities and Changes in 2026
Mercado Libre is Latin America’s largest e-commerce platform, operating in 18 countries including Mexico, Brazil, Argentina, Chile, Colombia, and Uruguay. It has formed a closed-loop ecosystem supported by Mercado Pago (payments), Mercado Envíos (logistics), and fintech. In Q1 2026, its GMV reached $19 billion, with cross-border business growing by 68% year-over-year.
The biggest change in 2026: The official launch of two major models—semi-managed and fully managed—for Chinese manufacturers, which, combined with the existing self-fulfillment, overseas warehouses, and U.S. transshipment warehouses, will form five tiered solutions for expanding into international markets; mandatory sales volume requirements for standard cross-border stores (FBM) will be eliminated, significantly lowering the barrier to entry for newcomers.
However, the policy of “easing restrictions for standard stores while tightening them for premium stores” constitutes a dual-track system: full- and semi-managed stores, as well as FTI boutique stores, still face high entry barriers (average annual sales per store > $300,000). The platform has significantly raised its requirements regarding compliance, affiliations, and brands.

2026 Eligibility Requirements for Tenants
Mandatory Requirements (Applicable to All Models): Only business licenses issued in Mainland China or Hong Kong are accepted; sole proprietorships, individuals, and branch offices are not accepted; the business license must have at least 30 days remaining validity; a color scan of the legal representative’s ID card; an international email address (Gmail/Hotmail) and a mobile phone number capable of receiving verification calls.
Differences Between Models: For the Fully Managed "Priority Factory" model, we recommend an annual turnover of >$300,000 (this requirement may be relaxed for high-quality products), with an initial order of ≥5–10 units per SKU and a restocking cycle of ≤15 days; for the Semi-Managed model, inventory is stocked at the official warehouse in Shatian, Dongguan, and sellers retain control over product selection, pricing, and operations; Self-fulfillment has no revenue requirement; beginners can try this option first.
Note: Meike Duo implements a targeted invitation-based review process, and the approval rate for independent online applications is relatively low. Each entity may open a maximum of 5 stores; exceeding this limit will result in immediate termination. The criteria for determining account association have been tightened (stores using the same information—including registration details, email addresses, phone numbers, IP addresses, devices, or payment accounts—may be subject to collective suspension); therefore, it is essential to maintain a clean, separate environment for each store.

Expenses and Collections
Cost-Effective: No setup fee, no monthly fee, and no security deposit; category-based commission rates ranging from 121 TP3T to 181 TP3T, depending on the product category; order payment processing fees and international shipping costs are billed separately. Self-fulfilling sellers can get started with virtually zero fixed costs.
Payment Cycle: The platform settles payments for successfully delivered orders every Thursday. Some business models support faster payments, which is beneficial for cash flow. However, you must link a compliant cross-border U.S. dollar receiving account (such as Pai Anying).
Be aware of the ’weight-based pricing” policy set to take effect in April 2026: The billing weight for packages will change from actual weight to “the higher of actual weight and volumetric weight” (length × width × height ÷ 6,000). Logistics costs for large, lightweight, and bulky products are expected to rise by 10%–20%. Optimizing package dimensions is a direct solution for reducing costs.
04
Tax Red Line RFC
Starting in January 2026, the Mexico marketplace will fully implement platform-administered withholding and remittance. For sellers who have not uploaded their RFC tax ID, the platform will directly withhold 161 TP3T in VAT + 201 TP3T in income tax, for a total withholding of 361 TP3T; for business sellers who have registered their RFC, the total tax burden is only approximately 121 TP3T (41 TP3T in income tax + 81 TP3T in VAT).
For overseas warehouse sellers who have not completed the ’RFC Tax ID Entity Consistency Verification” (where the store entity does not match the RFC entity bound to the backend) by July 20, the withholding tax rate will be increased to 36%. This is a “compliance or survival” choice with no room for ambiguity.
So, before launching on the Mexico marketplace, make sure to obtain a local RFC tax ID and complete the entity consistency binding. Otherwise, the more you sell, the more taxes will be withheld, and over a third of your profits will be eaten up.

How do I get started?
First, choose a model: Beginners with no operations team → start with Fulfillment by Merchant (FBM) to test the waters; those with a strong supply chain who want a hassle-free experience → semi-managed or fully-managed; brand owners → complete Brand Certification 2.0 to earn the blue badge and enjoy direct commission reductions. Don’t go all-in on an advanced store right from the start.
Re-application: Submit a complete set of business credentials and category information through the Meike Duo Global Seller Center, and undergo an initial review and online interview; the more accurate and consistent your information is, and the clearer your category selection, the higher your chances of approval. Make good use of localized tools such as the Chinese-language dashboard, the Wuxi Customer Service Center, and the AI assistant.
Treat Mercator as a growth market and diversify risk by combining it with European and U.S. markets. The blue-ocean opportunity won’t last forever; only by entering the market in compliance with regulations (especially RFC) can you reap the benefits. Don’t trust brokers who offer to “take over your store”—having your store shut down due to association with them isn’t worth the risk.
