Mr. Wu, who runs a home goods business, has noticed that competition in Europe and the U.S. is getting fiercer. He heard from industry peers that ’on NOON in the Middle East, Chinese sellers account for only 61 TP and 3 T—there’s a huge blue ocean there.” But he doesn’t even know what NOON is or how to set up a store there.
On August 12, 2026, Pai'anying partnered with NOON to launch the first investment promotion channel for the Gulf Cooperation Council (GCC) countries in Shenzhen, and the brand’s 1P supply model was also launched. This article explains NOON’s store opening process, logistics, and tax requirements.
NOON is the leading e-commerce platform in the Middle East (often referred to as the ’Amazon of the Middle East”). Headquartered in Riyadh, it operates in Saudi Arabia, the United Arab Emirates, Egypt, and other countries, with over 16 million monthly visitors. Together with Amazon, it accounts for over 50% of the local market share.

Platforms and Opportunities
Founded in 2016 by a consortium of Emirati entrepreneurs and a Saudi sovereign wealth fund with an initial investment of $1 billion, NOON is the second-largest e-commerce platform in the Middle East, with sales on its Saudi site accounting for over 50% of total sales. In 2026, the company plans to pursue a dual listing in Saudi Arabia and the UAE and intensify its efforts to attract merchants in China.
Market Opportunities: The Middle East has a young population, strong purchasing power, and a high level of digitalization, yet only about 6% of Chinese sellers have established a presence there (far lower than the 54% in North America and 43% in Europe), making it a new growth driver. Starting in 2026, NOON will host business recruitment conferences in Guangzhou, Hangzhou, and Shenzhen, offering an exclusive fast-track process.
On August 12, 2026, the “Pai’anying x NOON China Brand Launch and Business Recruitment Summit for the Six Gulf Countries” was held in Shenzhen, marking the debut of the "1P" supplier model for brand sellers and opening distribution channels to the six Gulf nations—Saudi Arabia, the United Arab Emirates, Kuwait, Qatar, Bahrain, and Oman—which presents a low-barrier entry opportunity for Chinese brands.

Eligibility Requirements and Locations
Core Markets: the United Arab Emirates (UAE) and Saudi Arabia (KSA). Stores in these two markets operate independently, and tax ID numbers are not interchangeable across their databases. The UAE (VAT 5%) features high average order values and a well-developed logistics network, making it ideal for newcomers to test the waters; Saudi Arabia (VAT 15%) has a large population base, making it suitable for experienced sellers looking to move high volumes.
Qualifications: A limited liability company in Mainland China (preferred) or a Hong Kong company; some channels accept individual businesses; the business license must be valid, and the scope of business must include trade, retail, e-commerce, or import/export; applicants must provide a VAT registration certificate, the legal representative’s passport or ID card, and bank account details.
Payment Receipt: The Saudi Arabia marketplace only accepts Payoneer for payouts, while the UAE marketplace supports both Payoneer and LianLian Pay; the corresponding authorization letter must be provided. Direct registration for individual entities in China is not currently supported; we recommend registering as a business entity.

Three Logistics Models
FBN (NOON Official Overseas Warehouse): Inventory is shipped to local warehouses in Dubai or Saudi Arabia. The platform handles warehousing, packaging, and delivery. Listings feature the official “Express Delivery” badge, enjoy high search rankings, and have strong conversion rates. Local cash-on-delivery (COD) is supported. This option is suitable for verified, consistently popular bestsellers, but requires advance stocking and incurs warehousing fees.
FBP (Seller-Fulfilled): Using NOON Global Logistics NGS, goods are shipped to the domestic transshipment warehouse in Shenzhen, where the platform handles customs clearance, international shipping, and last-mile delivery. Delivery time is 6–10 days. This option does not qualify for traffic prioritization and is suitable for new sellers testing product performance and minimizing inventory risk.
Global Store (Shenzhen Distribution Center, China): The platform handles both international shipping and last-mile delivery, making it ideal for beginners to test the waters. Recommended approach: Start by using FBP/FBN to test product performance; once you’ve created a bestseller, switch to FBN to scale up sales.
04
Expenses and Collections
Setup Costs: No setup fee, no deposit required; commission rates range from 5% to 27% depending on the product category (with significant variations across fashion, electronics, home goods, etc.). There are no mandatory advertising bundles; promotional ad slots are available on a voluntary, pay-as-you-go basis.
Payment Cycle: Payments are typically processed once a week on Thursdays, and the store balance must exceed 1,000 Saudi riyals or dirhams for settlement. This arrangement is cash-flow friendly, but it is essential to set up your VAT registration and payment account in advance; otherwise, settlement will not be compliant.
Major Sales Events: The Ramadan and Eid al-Fitr sales in March–April, as well as the “Yellow Friday” sales in November (the Middle Eastern equivalent of Black Friday), are the peak traffic periods of the year. Product selection and inventory preparation should be planned well in advance to align with these two periods.

How do I get started?
First, choose a marketplace: Beginners should start with the UAE (low VAT, moderate entry barriers); once you have a supply chain and the capacity to handle high volume, expand to Saudi Arabia. You can operate both marketplaces simultaneously, but inventory and taxes should be accounted for separately.
VAT Registration and Payment Collection: Register for a VAT number in the relevant country before launching your store and link it to PaiAnying or LianLian to avoid situations where ’you’ve launched your store but can’t process payments.” Tax compliance in the Middle East is a long-term commitment—don’t wait until your store is shut down to address it.
Treat NOON as a growth market and use the European and U.S. trading sessions to diversify risk. The low proportion of Chinese sellers represents both an opportunity and the need to blaze your own trail in localization—only by thoroughly understanding logistics models, VAT, and the rhythm of Ramadan can you turn the “6%” blue ocean into your own source of growth.
