Five Ways to Obtain Hong Kong Residency in 2026: Which One Is Right for You?
Published: August 14, 2026

“Is there still a window of opportunity to obtain Hong Kong residency?”—That was the question I was asked most often in 2026.

The answer is: Yes, but the window of opportunity is narrowing. Starting May 10, 2026, Hong Kong’s talent recruitment policies will enter a ”strict regulation period,” with programs such as the Quality Migrant Admission Scheme and the High-Caliber Talent Scheme shifting comprehensively from a ”priority admission” approach to one focused on ”precise selection of top talent, strict admission and retention standards, and emphasis on actual contributions.” At the same time, pathways such as investment immigration and study-abroad programs are also undergoing intensive adjustments. The industry generally agrees that May through December 2026 will be the golden window period during the initial implementation of the new policies, when the review process will be relatively smooth, and applicants with authentic documentation and genuine ties to Hong Kong will enjoy high approval rates; however, starting in 2027, review standards are highly likely to be further tightened.

In other words: If you’re planning to obtain Hong Kong residency, now is the time when the cost of taking action is the lowest. This article provides a comprehensive overview of the latest eligibility requirements for the five main pathways in 2026, helping you find the one that best suits your needs.

The requirements, documentation, and processing times vary across the five pathways, so evaluating the appropriate pathway in the first step is crucial. Path 1: The Quality Migrant Admission Scheme—”Elite Filter,” with 12 assessment criteria serving as a watershed

The 2026 Quality Migrant Admission Scheme has moved away from the points-based system that had been in use for many years and adopted a rigid screening process based on ”12 assessment criteria”; applicants must meet at least 6 of these criteria to submit an application. The core hard criteria include:

  • Educational Requirements: Master’s or Ph.D. degrees from 205 eligible universities worldwide (including 24 universities in mainland China, such as Peking University, Tsinghua University, Fudan University, and Jiaotong University); priority will be given to STEM disciplines (63 subfields, including artificial intelligence and biomedicine);
  • Income Requirements: Taxable income for the full year prior to the application must be ≥ 1 million HKD (tax returns and bank statements must be provided);
  • Work Experience: At least 5 years of experience at the graduate level, or 3 years of experience at a leading company, or 2 years of international work experience;
  • Talent List: By 2026, the program will be expanded to 60 categories, including in-demand positions such as green energy and blockchain development; eligible candidates have an approval rate approximately 62% higher than that of general applicants.

In addition, effective March 1, 2026, the application window for renewal of the Quality Migrant Admission Scheme will be uniformly extended to three months prior to the visa’s expiration date. Eligible candidates: Highly educated, high-income professionals with skills in high demand within their industries.

Path 2: The High-Talent Pass Program — ”High Income + Prestigious Universities” Dual Track

The High-Talent Pass is the most popular program among business owners and executives in 2026, and it is divided into three categories: A, B, and C:

  • Category A (High-Income Individuals): No educational requirements; taxable income for the full year prior to application must be ≥HK$2.5 million. For applicants whose income is calculated based on corporate profits, they must hold a direct equity stake of 50% or more, and their shareholding must remain unchanged throughout the year; capital gains are not included in the income calculation. The initial visa is granted for 3 years.
  • Category B (Undergraduate Degree from a Prestigious University + Work Experience): Must hold a bachelor’s degree from one of the 200 designated top universities and have a minimum of 3 years of full-time work experience accumulated over the past 5 years; complete academic and work history documentation must be provided as proof.
  • Category C (Young High-Achieving Students): Applicants must hold a bachelor’s degree from a prestigious university and have less than 3 years of work experience; the program is subject to annual quota limits, and competition is fierce.

The list of eligible universities has expanded to 200, with 23 mainland universities remaining on the list. Note: Applicants for the High-Talent Pass are allowed only one application in their lifetime; if their visa is revoked, they lose the eligibility to reapply—this channel has the lowest margin for error among all pathways.

Path 3: Specialized Talent Program—”Employer-Tied”—An Upgraded Version of the Work Visa

The Specialists Scheme will add 60 new in-demand occupations in 2026, including new energy vehicle technicians and green shipping professionals, with an annual quota of 10,000. Key Requirements: Hong Kong companies must be actively operating (with a physical office address and local employees), and salaries must be at least 1.2 times the market rate. Target Audience: Professionals who are already employed by a Hong Kong employer or intend to take up genuine employment in Hong Kong. Note: A change of employer must be reported to the Immigration Department simultaneously, as it may affect the outcome of visa renewal applications.

Path 4: Study Abroad Program—Achieving Both ”Academic Credentials and Residency Status”

In 2026, the policy will be further relaxed: the cap on the proportion of non-local students at subsidized institutions will be raised from 40% to 50%, and the cap on self-funded spots at research institutes will be raised from 100% to 120%. Graduates can obtain a two-year IANG visa without first securing employment; graduates from Hong Kong universities’ branches in the Greater Bay Area (such as The Chinese University of Hong Kong, Shenzhen) are eligible for the same policy. Target audience: Applicants willing to devote 1–2 years to their studies and hoping to obtain residency status while pursuing academic advancement; certain language and academic performance requirements apply.

Path 5: Investor Immigration (CIES) — A High-Net-Worth Pathway with ”Lowered Thresholds”

In 2026, the investment immigration program will see several substantial relaxations: the asset review period will be shortened from 2 years to 6 months; the cap on non-residential investments will be raised from 10 million HKD to 15 million HKD; and the threshold for the purchase price of residential properties will be lowered from 50 million HKD to 30 million HKD (which still counts toward the HK$10 million cap); applicants must invest at least HK$5 million in the science and technology innovation sector (such as innovation and technology funds). Target audience: High-net-worth individuals with substantial assets who are willing to allocate assets in the HK$30 million range.

Five Paths: Which One to Choose?

There is no ”best” path—only the ”most suitable” one. There are just three criteria for making this judgment:

First, look at your core assets. Those with high income and advanced degrees should apply under the "Outstanding Talent" or "Highly Skilled Talent" Category A; those with a background from prestigious universities should apply under "Highly Skilled Talent" Categories B or C; those with substantial capital should pursue investor immigration; those with a Hong Kong employer should apply under the "Professional Talent" category; and those with time to study should pursue the IANG student visa.

Second, consider your specific needs. If you want to obtain residency as soon as possible and plan to settle in Hong Kong long-term, the High-Talent Category A and Investment Immigration programs offer the highest certainty; if you want to balance your children’s education with residency planning, it’s worth carefully weighing the cost-effectiveness of studying abroad.

Third, it depends on your long-term plans. Residency status is just the starting point; renewal and permanent residency are the ultimate goals. Under the new policies taking effect in 2026, all pathways must address the same question: Can you establish a genuine ”habitual residence” connection in Hong Kong? When choosing a pathway, you must factor in the renewal costs for the next seven years.

Many people make mistakes right from the start: inadequate evaluation of materials, poor choice of application pathway, or applying at the wrong time—all of which result in wasting the application window. Qicaiying’s Hong Kong residency service provides application pathway assessment, eligibility evaluation, document organization, application guidance, and follow-up support, helping clients navigate the entire process from ”wanting to obtain residency” to ”securely obtaining it, smoothly renewing it, and moving toward permanent residency”; We also provide complementary services such as Hong Kong company registration, bank account opening, and tax compliance to complete the ”Hong Kong connection” puzzle for your residency planning. Conclusion: The window of opportunity is running out—don’t wait to ”hold off a little longer.”

Looking back over the past few years: The Quality Migrant Admission Scheme first eliminated its quota and then tightened its assessment criteria; the High-Talent Pass first lowered its entry requirements and then began conducting rigorous reviews of application materials; and the Investor Immigration Program, which was once suspended, has now reopened with lower entry requirements. The pendulum of policy has never stopped swinging. The only certainty is the overarching direction of ”strict entry and strict retention”—the later you act, the higher the thresholds and the stricter the vetting.

The golden window of opportunity from May to December 2026 is slipping away day by day. If you are eligible, now is the best time to evaluate your options and get started.
