When discussing Hong Kong residency, public attention tends to focus on the High-Talent Pass and the Quality Migrant Admission Scheme. However, when it comes toBackground in Vocational EducationFor such applicants, the only truly viable option is the Vocational Professionals Admission Scheme (VPAS).

I. What Problems Does VPAS Solve?

IANG (Arrangements for Non-Local Graduates to Work in or Return to Hong Kong) is designed for students who have studied in Hong KongA full-time, locally accredited program leading to a bachelor’s degree or highergraduates. In other words,The Higher Diploma is not included in this list.

VPAS was designed precisely to fill this gap: aimed atVocational Training Council (VTC) Eligible Full-Time Higher Diploma Programsnon-local students, so that they can continue to work in Hong Kong after graduation.

II. Basic Requirements

According to publicly available information, the core requirements for VPAS include:

  • Applicants must beNon-local students, enrolled in an eligible full-time Higher Diploma program at the VTC in Hong Kong

  • Courses must beList of Designated Eligible CoursesWithin this period, according to publicly available data, a total of34Courses covering approximately13 industries

  • Submit an application to remain in Hong Kong within the specified time limit after graduation

  • Once approved, it is generally possible toStaying in Hong Kong for a year, looking for a job related to the courses I've taken

Eligible programs are primarily concentrated in technical fields in Hong Kong where there are labor shortages, such as nursing, mechanical and electrical engineering, information technology, construction and design, aviation, and logistics.

Pilot Arrangements: According to publicly available information, the pilot program for VPAS has been postponed untilThe 2026–27 and 2027–28 school years. Specific Course List and SchedulePlease refer to the official announcements from the Hong Kong Special Administrative Region Government and the Immigration Department. The

III. Pathways After Obtaining a One-Year Visa

What VPAS provides isOne yearthe period of job hunting, rather than long-term residency status. The real challenge lies in the year that follows:

Step 1: Find a relevant full-time job within the next year

The position must be related to your field of study, and the compensation must be in line with market rates. This is a prerequisite for moving on to the next step.

Step 2: Transition to the Long-Term Employment Track

Once you find a job, you can switch to other pathways based on your individual circumstances. Common options include:

    • Admission of Mainland Talents and Professionals Scheme (Professionals): Employer-sponsored; suitable for professional positions

    • Skilled Worker Category: If the position falls under one of the eight designated job categories

    • Other Applicable Entry Arrangements

Step 3: Renewal and Seven-Year Permanent Residency

Once various entry channels have been approved, the initial period of stay is typically 2 to 3 years. To renew the visa, applicants must prove that they are employed in Hong Kong and have a stable income, or that they have established or are participating in a business in Hong Kong.Continuous residence in Hong Kong for seven yearsAfterward, you may apply for permanent resident status in Hong Kong.

      IV. Three Key Practical Points

Key Point 1: Before enrolling, make sure the course is on the list. VPAS eligibility is tied to specific programs; programs not on the eligible list cannot be used under this program after graduation. This consideration when choosing a major is more important than the effort you put in after graduation.

Key Point 2: The one-year period must not be left unused. A one-year job search period is quite tight, so it’s recommended that you start applying for jobs and internships six months before graduation to avoid finding yourself without a job when your visa expires.

Key Point 3: The relevance between the position and the course must be clearly demonstrated. During the review process, the Immigration Department will assess whether the position is “related to the course of study.” Employment in a different industry (such as a nursing graduate working in sales) is unlikely to be approved.

      V. What Kind of Students Is This Program Suitable For?

The target population for VPAS is:

      • Do not plan to follow the traditional academic path to higher education and place greater importance onEmployment and Skillsstudents

      • Applicants whose families are seeking a low-cost pathway to Hong Kong residency

      • Working professionals who already have some industry experience and hope to transition their careers through further education and by staying in Hong Kong

It is important to note that VPAS is not a shortcut to “buying an identity.” Its essence isVocational Education + Employment + Long-Term PathwaysThis combination involves a longer process, but the barriers to entry and costs are relatively manageable.

        VI. Compliance Reminder

        • No organization makes any promises regarding the outcome of the approval process., Applications are reviewed on a case-by-case basis by the Hong Kong Immigration Department

        • List of eligible courses, pilot period, and application requirements,Please refer to the official announcements from the Hong Kong Special Administrative Region Government and the Immigration Department.

        • You must comply with the conditions of stay during the validity period of your visa; engaging in work unrelated to your course of study may constitute a violation of the conditions of stay.

        • Submitting false information will result in a visa denial and may affect any future applications.

For applicants with a vocational education background, VPAS is currently the most realistic starting point for staying in Hong Kong. The key is to plan these three steps—“choosing courses, finding a job, and changing tracks”—as a single, integrated process, rather than treating the visa as the end goal.

Qicaiying can provide comprehensive planning and recommendations for matching eligibility pathways to obtain Hong Kong residency; however, it makes no guarantees regarding the outcome of any application, and all details are subject to the official announcements of the Hong Kong Immigration Department.
